Community empowerment in the Frontier, Outermost, and Disadvantaged (3T) areas is one of the strategic efforts to encourage economic growth and community welfare in border areas. Through the Participatory Action Research (PAR) approach, this research aims to increase the capacity of Micro, Small and Medium Enterprises (MSMEs) based on local wisdom in the border area of the Riau Islands. The PAR approach encourages active community involvement in formulating problems, designing solutions, and implementing programs in a participatory manner. This study focuses on the development of local potential, both in product and cultural aspects, as the main competitiveness of MSMEs in the border area of the Riau Islands. The results of the study show that empowerment based on local wisdom is able to increase community income and strengthen local cultural identity.
